About the sector
Concrete uses
AI supports public bodies with repetitive tasks: conversational assistants answering citizens' questions, automatic translation of official documents, analysis of user feedback to identify areas for improvement. Public employees use generative AI tools for drafting, transcription and data entry. Chatbots guide users on local government websites. AI also helps rephrase administrative letters in clearer, more accessible language.
Issues and limits
Public deployment raises serious concerns. Algorithmic bias can perpetuate inequalities in access to rights. Transparency is at stake: citizens must understand how a decision affecting them was reached, and full automation without human oversight exposes administrations to disputes. Access to sensitive data and cybersecurity demand constant vigilance. There is a risk of exclusion for citizens who are distant from digital tools. Finally, reliance on private or foreign suppliers raises questions of sovereignty.
European regulation and framework
The European AI Act sets requirements for transparency and accountability, while the GDPR governs respect for privacy and data protection. National regulators and data protection authorities oversee compliance on the ground. Administrations must ensure the traceability of automated decisions and effective human oversight. Public strategies increasingly aim to train staff and roll out sovereign solutions rather than depend on external suppliers.
