The White House released its action plan on Wednesday to ensure the global technological dominance of the United States in the field of AI. Titled "Winning the AI Race: America’s AI Action Plan", it is based on three pillars: accelerating innovation, building a cutting-edge AI infrastructure, and leading international diplomacy and security.

Removing Barriers to Innovation
The first focus of this plan is to promote innovation and rapid, widespread adoption of AI across all sectors.
Among the recommended actions:
- Reducing regulatory constraints, including abandoning certain Biden administration directives on diversity, misinformation, or climate;
- Supporting open-source and open-weight models;
- Creating regulatory sandboxes, sectoral centers of excellence (health, energy, education, etc.), and tax incentives for worker training;
- A proactive policy for professional retraining related to automation.
The report's authors also propose limiting federal subsidies to states that impose burdensome regulations.
Building the Technological Backbone
The second pillar focuses on infrastructure: creating data centers, accelerating the development of semiconductor production lines, and strengthening the national energy grid. Reforms will be implemented to facilitate construction permits and stimulate private investment. To anticipate labor market disruptions, educational programs from high school onward and professional retraining initiatives will be launched.
AI Diplomacy and Security
The last pillar of the plan aims to position the United States as the guarantor of a “free and secure” AI. Its objectives range from promoting American technology to its allies to a stated intention to counter Chinese influence in international bodies. The document also provides for strict measures to control chip exports and investments in biosecurity, to prevent potential risks from AI-biotechnology fusion.
