The Île-de-France Region is calling for applications to design, build, and operate a Hub dedicated to Artificial Intelligence and Innovation, within the AI Campus of the Regional Mixed City (CMR) Paul Valéry, located at 38 Boulevard Soult in the 12th arrondissement of Paris. Applications must be submitted by May 29, 2026, at 5:00 PM on the Maximilien platform.
A structuring project for the Parisian AI ecosystem
As part of the 2021 AI Plan of the Île-de-France Region, this project aims to create a flagship location for Artificial Intelligence in Paris, at the crossroads of education, research, innovation, and entrepreneurship. The Hub will be integrated into the AI Campus, an initiative launched in 2019 by the Region, the Paris Rectorat, and the Regional Academic Region, on the CMR Paul Valéry site (high school and college).
The future facility will host eleven complementary activities:
Digital, scientific, and cultural mediation
Living-Lab EdTechs (living co-creation laboratory)
Research center, in connection with DIM AI4IDF
Training center, linked to the Campus of Trades and Qualifications
Technological demonstration space
Event center
Startup incubation
Offices (independent, startups, SMEs, researchers)
Coworking spaces (free and paid access)

Purpose and nature of the contract
This is a Public Service Delegation (DSP) concerning the design, construction, maintenance, and operation of the Hub. The contract is concluded for a duration of 31 years from its signing.
The overall estimated value of the contract is estimated at 179.4 million euros excluding VAT (cumulative turnover over the entire duration), including an estimated construction cost of 39.7 million euros excluding VAT (all expenses included). The Region provides an investment grant of 3.05 million euros intended for the two gyms.
The delegatee will be remunerated based on operating income (user fees and ancillary income).
Profile of the candidates sought
The market is aimed at individual candidates or temporary business groups bringing together all the following skills:
Architecture (in accordance with law no. 77-2 of January 3, 1977)
Building engineering (structure, fluids, VRD, sustainable development, and energy performance)
Construction economics
Landscape and acoustics
Design (signage, furniture, fittings)
Construction of high-energy stakes facilities
Animation of tertiary equipment
Operation of a hub
Upon awarding, the successful candidate must establish a dedicated project company within three months following the notification.
Procedure and timetable
The procedure chosen is a restricted procedure: a maximum of three candidates will be selected to submit an offer.

Criteria for selecting applications
Applications will be evaluated based on three weighted criteria:
Technical capacity (40%): relevance and quality of references (constructor, designer, operator) related to similar scale operations
Financial capacity (35%): adequacy of economic and financial capacities (accounts, balance sheets)
Human and material resources (25%): relevance of the combination of skills and the personnel mobilized
Compensation for unsuccessful candidates
Candidates admitted to submit an offer but not selected at the end of the procedure will receive a compensation of 300,000 euros including VAT (60% paid after a compliant initial offer, 40% after a compliant final offer), intended to cover the study expenses incurred.
