The Organisation for Economic Co-operation and Development (OECD), founded in 1961, has established itself as a key player in promoting economic cooperation and social well-being on a global scale. With 38 member countries, the OECD is committed to providing guidance on policy-making that supports resilient, inclusive, and sustainable growth. Since 2017, the organization has played a central role in understanding and managing the impact of artificial intelligence (AI) on the global economy and society.
The OECD has distinguished itself with its in-depth analyses and recommendations on AI, contributing to shaping national and international policies. In 2019, it adopted the AI principles, establishing standards for responsible and trustworthy AI that respects human rights and democratic values. These principles, now adopted by 47 countries, have been recently revised to integrate recent technological advances, including the emergence of generative and general-purpose AI.
Furthermore, the OECD launched the AI Policy Observatory (OECD.AI) in 2020, which provides comparative data and analyses on policies adopted worldwide, enabling governments to anticipate the impacts of AI on their societies. The organization also hosts the secretariat of the Global Partnership on Artificial Intelligence (GPAI), a Franco-Canadian initiative, fostering exchanges between policymakers and AI experts.
In 2024, the OECD announced an update to its AI Principles, aiming to more directly address challenges related to privacy, intellectual property rights, security, and information integrity. It has also collaborated with the UN to strengthen global AI governance, emphasizing the need for international cooperation to establish safety standards and effective monitoring mechanisms.
In parallel, the OECD published the report "Initial policy considerations for generative artificial intelligence," highlighting the opportunities and challenges posed by generative AI. This document aims to assist policymakers in developing appropriate policies to guide the evolution of this technology.
The OECD positions itself as a leader in AI governance by establishing global standards and promoting the responsible use of AI. Its ability to bring a multitude of stakeholders to the table—governments, businesses, civil society—makes it an essential platform for dialogue and the sharing of best practices. Its influence extends beyond its members, impacting AI policies on a global scale.
Recently, the OECD has been active in several key initiatives. It signed a memorandum of understanding with the Saudi Data & Artificial Intelligence Authority (SDAIA) to strengthen the monitoring of AI-related incidents in the Middle East. It also contributed to the development of the Council of Europe's Framework Convention on Artificial Intelligence, Human Rights, Democracy, and the Rule of Law, underscoring its commitment to human-centered AI that respects democratic values.
In conclusion, the OECD continues to play a pivotal role in global AI governance, providing analyses, recommendations, and facilitating international cooperation. Its commitment to responsible and ethical AI remains crucial to maximizing the benefits of this technology while mitigating its potential risks.
L'Organisation de coopération et de développement économiques est une organisation internationale d'études économiques, dont les pays membres — des pays développés pour la plupart — ont en commun un système de gouvernement démocratique et une économie de marché.
